Programme Officer – District Heating (Public Sector)

Location: Dublin, Dundalk, Cork or Sligo | Hybrid (3 days remote / 2 days office)
Salary: €52,546 p.a. (fixed, non-negotiable)
Contract: 18-month fixed term
Hours: 35 hours per week
Annual Leave: 29 days plus public holidays

We are partnering with a leading public sector organisation to recruit two Programme Officers for the District Heating Centre of Excellence (DH CoE) within the Decarbonised Heat & System Support Department. These roles sit at the forefront of Ireland’s district heating development and offer a unique opportunity to contribute directly to the country’s sustainable energy transition.
One position will focus on grant programme development and capital funding delivery, while the second will focus on stakeholder engagement and engagement strategy to support the national rollout of district heating schemes. Successful candidates will join a collaborative, forward-thinking team delivering high-impact infrastructure programmes.
Key Responsibilities
- Contribute to the delivery of DH CoE programme activities
- Provide analytical, technical, and project management support to Programme Managers
- Support the development and documentation of a new district heating grant programme
- Build and maintain strong relationships with internal and external stakeholders
- Represent the organisation at meetings, events, and presentations
- Assist in programme planning and strategic development
- Prepare reports on programme and sector performance
- Manage third-party consultants and technical experts
- Support programme communications and marketing initiatives
- Monitor relevant national and international research and share insights
- Manage procurement and consultancy frameworks supporting district heating development
- Undertake additional duties and projects as required
About You – Essential Requirements
- Degree (Level 7 NFQ or higher) in Engineering, Science, Economics, or Social Science
- Minimum 3 years’ relevant experience in energy or project delivery (postgraduate study may be considered)
- Proven experience managing projects involving diverse stakeholders
- Strong written and verbal communication skills, including report writing and presentations
- Ability to communicate complex technical concepts to non-technical audiences
- Strong analytical and problem-solving skills
- Well-developed IT proficiency
About You – Desirable Requirements
- Postgraduate qualification in a relevant discipline
- Experience in grant administration, governance, or economic modelling
- Knowledge of heat decarbonisation and related policy
- Advanced MS Excel capability
- Advanced project management skills
- Experience working with infrastructure guidelines and commercial frameworks
- Demonstrated ability to deliver positive stakeholder or customer outcomes
