Programme Executive – Energy Operations (Public Sector)
This is an excellent opportunity for a quality-focused professional with experience in project delivery, process improvement, or engineering environments to join a highly respected public sector body driving Ireland’s energy efficiency agenda.
In this role, you will support the delivery and continuous improvement of the Building Energy Rating (BER) scheme, ensuring high standards across quality assurance, stakeholder engagement, and operational performance. You will play a key role in enhancing processes, supporting system improvements, and contributing to Ireland’s transition to a decarbonised building stock by 2050.
Salary: €52,546 per annum
Location: Dublin, Cork, Dundalk & Sligo
Contract: 12-month fixed term (full-time)
Hybrid Working: 3 days at home / 2 days in the office
Hours: 35-hour week with 29 days annual leave

Key Responsibilities
- Support and oversee the effectiveness of the BER Quality Assurance (QA) framework in line with regulatory obligations
- Manage QA process updates and contribute to continuous improvement initiatives
- Review, maintain, and enhance QA documentation and operational processes
- Collaborate with internal teams and external stakeholders to deliver programme objectives
- Work closely with IT and systems teams to improve QA software and infrastructure
- Support the delivery of key QA and operational projects
- Contribute to enhancing the overall customer journey and service delivery
About You – Essential Requirements
- Degree (minimum NFQ Level 7) in Engineering, Business, Quality, Project Management, or a related discipline
- Minimum 5 years’ relevant experience in engineering, project management, or business process environments
- Strong understanding of quality management principles
- Proven project management experience, with the ability to manage timelines, scope, and stakeholders
- Experience working within multi-disciplinary teams, engaging both internal and external stakeholders
- Strong analytical, problem-solving, and organisational skills
- Excellent communication and interpersonal abilities
- Proficiency in IT systems and data analysis
Desirable
- Experience with CRM systems, UAT testing, APIs, or tools such as Azure DevOps
- Knowledge of business process improvement and change management
- Experience delivering customer-focused outcomes
- Project management certification or relevant training
- Understanding of Irish and EU energy policy
- Knowledge of BER methodology
- Irish language proficiency
