Procurement Specialist – 2 Year Fixed-Term Contract

Our client, a well-established public sector organisation based in Dublin 2, is seeking an experienced Procurement Specialist to join its Corporate Governance, Legal Services & Secretariat Division on a two-year fixed-term contract.
This is a senior procurement position suited to an experienced professional with a strong background in public service procurement, who can provide expert advice and guidance to managers and budget holders while ensuring procurement activities are compliant with relevant legislation, EU requirements and Government/OGP guidance.
The successful candidate will work independently, using their expertise to advise colleagues at all levels and support the organisation in maintaining a robust, compliant and effective procurement environment.
Key Responsibilities
- Prepare and annually review the organisation’s three-year Corporate Procurement Plan in line with the Code of Practice for the Governance of State Bodies.
- Conduct detailed spend analysis of procurement expenditure to inform procurement planning.
- Report on the delivery of the Corporate Procurement Plan to relevant committees and senior management.
- Provide expert advice to staff and budget holders on procurement-related queries and appropriate procurement mechanisms.
- Advise on the preparation of Invitation to Tender documentation and review draft tender documents prior to publication.
- Assist colleagues with the completion and publication of documentation through eTenders.
- Review and update standard procurement templates to incorporate new OGP and OJEU requirements.
- Assist budget holders in preparing compliant correspondence to successful and unsuccessful tenderers.
- Manage the administration of eTenders processes, including user access and tender mailboxes.
- Coordinate the compilation and maintenance of the organisation’s Contracts Register.
- Deliver group and one-to-one training on public procurement, eTenders and OJEU processes.
Essential Candidate Requirements
- A Level 8 degree or equivalent recognised qualification relevant to public procurement.
- A recognised qualification relating to public procurement and extensive work experience in a similar role.
- Relevant technical knowledge and at least 5 years’ experience in public service procurement
- A full current driving licence.
- Ability to work well under pressure and to meet tight deadlines
