A reputable government body in Dublin 2 is seeking a Procurement Manager to lead its Corporate Governance, Legal Services & Secretariat procurement function, acting as Head of Department.
This senior role involves guiding budget/contract holders through formal procurement processes, ensuring compliance with Irish and EU regulations, and fostering a structured, transparent procurement environment. While budget managers retain responsibility for specifications and tender evaluations, the Procurement Manager provides expert advice, supports documentation, and may participate on evaluation panels.

Key Responsbilites:
- Provide expert procurement advice to budget/contract holders and colleagues at all levels, ensuring compliance and best practice.
- Prepare and annually review the 3-year Corporate Procurement Plan and conduct spend analysis.
- Report on procurement deliverables to Finance, Compliance, and Executive Committees.
- Review, update, and maintain procurement procedures and templates in line with EU rules and government guidance.
- Support preparation, review, and publication of Invitation to Tender documents on eTenders, and respond to tender queries.
- Sit on evaluation panels and advise on selection and evaluation criteria.
- Manage eTenders administration, including user setup, mailbox management, and contracts register coordination.
- Deliver group and one-to-one training on procurement processes, eTenders, and OJEU requirements.
- Promote continuous learning, uphold organisational values, and demonstrate flexibility in additional tasks.
Essential Requirements:
- Minimum 5 years of public sector procurement experience, including e-tender processes.
- Level 8 degree minimum.
- Full clean driving licence.
- Strong knowledge of Irish public procurement regulations and EU directives.
- Proven experience managing end-to-end tender processes and using eTenders.
- Relevant procurement qualification (or in progress) for senior-level applicants.
- Strong organisational, communication, and attention-to-detail skills.
Desirable:
- Experience reporting to governance or compliance committees.
- Experience developing procurement policies, templates, or delivering training.
