National Sustainability Programme Lead (Built Environment) (Public Sector)

Salary: €74,701 (non-negotiable)
Location: Dublin, Sligo, Dundalk or Cork.
Contract: 18 Months (Full-time)
Hybrid Working: 3 days in-office / 2 days remote
Hours / Annual Leave: 35-hour week with 29 days annual leave

This is an ideal opportunity for someone passionate about sustainability and the built environment who wants to play a central role in shaping Ireland’s national Building Energy Rating (BER) framework. The role sits at the intersection of policy, technical standards, software systems, and operational delivery, contributing directly to Ireland’s obligations under the Energy Performance of Buildings Directive (EPBD).

You will lead cross-functional projects, influence national energy performance methodologies, and collaborate with a wide range of technical, operational, and external stakeholders to deliver an optimised BER framework that supports Ireland’s climate and energy targets.

Key Responsibilities:
They will include, but are not limited to, the following:

  • Coordinate and manage projects across several business functions to deliver an optimised BER framework.
  • Work with calculation methodology teams on the development and enhancement of building energy performance methodologies.
  • Collaborate closely with software and systems development teams to integrate methodologies into national BER platforms (including DEAP and NEAP).
  • Partner with BER operations teams to manage operational stakeholders including BER assessors, auditors, and helpdesk functions.
  • Lead initiatives to streamline and improve quality and efficiency across methodology, systems and operations.
  • Develop coordination, performance and management dashboards using Microsoft Power BI.
  • Manage research and analysis projects to inform the design and delivery of Minimum Energy Performance Standards (MEPs) under the EPBD recast.
  • Build strong working relationships across multidisciplinary teams and represent the organisation professionally with external stakeholders.
  • Support departmental priorities flexibly during peak delivery periods.

About you - essential requirements: 
The successful candidate must be able to demonstrate:

  • Level 7 degree or higher in a relevant discipline such as Architecture, Mechanical or Civil Engineering, Building Services, Environmental Science, Sustainability, Economics, or another relevant technical/operational field.
  • A minimum of four years’ directly relevant experience in building performance assessment or modelling, sustainability/energy consultancy, or project management in a related area (postgraduate experience may be included).
  • Working knowledge of building energy performance methodologies, including DEAP and NEAP.
  • Experience working in multi-disciplinary environments, managing projects involving a wide range of stakeholders.
  • Strong project management skills, including managing scope, timelines, quality, risk and delivery outcomes.
  • Excellent written and verbal communication skills, with the ability to represent the organisation in public and professional forums.
  • Strong analytical, organisational and problem-solving skills, with the ability to think strategically and exercise sound judgement.
  • Knowledge of relevant Directives and standards, including the Energy Performance of Buildings Directive and Irish Building Regulations.

Desirable: 

  • Experience in software development environments, quality control, stakeholder management and user acceptance testing.
  • A good understanding of building energy systems.
  • BER Assessor certification.
  • PMP or other project management certification.
  • Experience delivering or supporting positive customer or stakeholder experiences.
