Programme Executive – Embodied Carbon in Buildings Specialist (Public Sector)

This is an exciting chance to contribute directly to Ireland’s energy transition by supporting the development and implementation of national embodied carbon methodologies. You’ll help reduce the environmental impact of buildings and drive sustainable construction practices across the country.

In this hands-on, delivery-focused role, you will support the creation and implementation of embodied carbon building rating methodologies, integrate life-cycle Global Warming Potential (GWP) into Building Energy Rating (BER) certificates, and advance Ireland’s sustainable construction and climate action objectives.

Location: Dublin, Cork, Dundalk, or Sligo
Contract: 18 months (Full-time)
Hybrid Working: 3 days in-office / 2 days remote
Hours / Annual Leave: 35-hour week with 29 days annual leave

Key Responsibilities:
You will support the organisation across its business units and residential programmes, including:

  • Collaborate with the Programme Manager to develop and implement an embodied carbon building rating methodology aligned with the Construction Products Regulation (CPR) and Energy Performance of Buildings Directive (EPBD).
  • Populate, validate, and verify a database of construction materials and their embodied carbon emissions, including Environmental Product Declarations (EPDs).
  • Procure technical consultancy services to support the development of a national lifecycle GWP calculation methodology.
  • Facilitate and report to the national Embodied Carbon Steering Group.
  • Work with BER methodology and software teams to integrate GWP into BER certificates.
  • Develop a methodology to assess Smart Readiness of Buildings and integrate Smart Readiness Indicators (SRI) into BER certificates.
  • Undertake additional projects across residential programmes and other business units as required.
  • Exhibit flexibility in working hours during peak activity periods to ensure departmental objectives are met.

About You – Essential Requirements:

  • Degree (Level 7 NFQ minimum) in Environmental Science, Engineering, Architecture, Sustainability, Quantity Surveying, Economics, Circular Economy, or related field.
  • Minimum 4 years’ experience in building/structural design, life cycle assessment, or a similar area.

Desirable:

  • Postgraduate qualification in Environmental Science, Architecture, Sustainability, or related discipline.
  • Familiarity with BER methodology, sustainable building standards (LEED/BREEAM), LCA to EN 15978, and EPDs (EN 15804 / ILCD + EPD).
  • Experience with BIM/Revit, ICMS, IGBC Indicate, OpenLCA/SimaPro/GaBi, and file formats JSON, XML, CSV.
  • Experience delivering positive customer experiences.
  • Strong skills in data analysis, project management, and business process development.
  • Excellent written and verbal communication skills, with the ability to convey technical information to non-technical audiences.
