Communications Manager - Public Sector - Dublin 1 (Hybrid) - 3-6 Month Contract

About the role:
An excellent opportunity has arisen for an experienced Communications Manager to join a leading public sector organisation on a contract basis. Reporting to the Director of Communications, you will manage a team of two and take ownership of high-impact, insight-led campaigns.
This is a strategic, hands-on role covering external communications, media relations, advertising, and market research, alongside wider involvement in education, events, and stakeholder engagement.

Key Responsibilities:
- Lead the design, delivery, and evaluation of integrated advertising and public information campaigns
- Take overall responsibility for external communications strategy and delivery, with a strong focus on traditional media channels including national and regional news outlets, newspapers, and broadcast media
- Act as a primary media spokesperson for consumer-facing programmes and initiatives, managing press engagement and reactive media queries
- Provide strategic direction on campaign planning, including channel selection, budgeting, timelines, and governance to ensure value for money
- Manage relationships with PR, media buying, and market research agencies to ensure high-quality delivery
- Collaborate closely with media agency partners, overseeing campaign execution and monitoring media spend
- Lead and develop a team of two direct reports, ensuring strong performance management and delivery against objectives
- Oversee market research activity and consumer helpline services to inform communications strategy
- Ensure all consumer-facing communications are accurate, accessible, and evidence-based
- Support the internal communications function and liaise with key external stakeholders, including government departments and agencies
About You:
- Degree qualified in Marketing, Communications, PR, Health Promotion, or a related discipline
- Professional or postgraduate qualification in PR desirable
- Minimum 5+ years’ experience in consumer PR, either agency-side or in-house
- Strong background in external communications, with significant experience managing traditional media relations
- Proven experience managing media agencies and campaign budgets
- Demonstrated experience in team leadership and direct line management
- Confident communicator with strong stakeholder engagement skills and experience acting as a media spokesperson
- Highly organised with the ability to manage multiple priorities in a fast-paced environment
Desirable:
- Experience within public health, social marketing, or the public sector
- Background in managing market research functions or involvement in education or cross-border initiatives
