This Dublin 2 based Public Services body are currently recruiting a Head of Finance on a contract basis

Reporting to the Chief Executive Officer the successful candidate will work collaboratively within the organisation’s Senior Management Team, whilst providing support and guidance to the Corporate Services Team.

Key Duties & Responsibilities

  • Strategy development and experience of successful implementation
  • Responsibility for ensuring that the organisation complies with relevant Financial Reporting Standards, the Code of Practice for the Governance of State Bodies and the Companies Acts.
  • Advising the Chief Executive Officer and Board on all financial matters
  • Drafting and implementation of strategic plans and the alignment of the organisation’s goals with agreed objectives in the Oversight and Performance Delivery Agreements with the Department of Housing, Planning and Local Government.
  • Maintaining an effective system of internal financial control
  • Ensuring that all funds generated, and expenditure incurred are properly processed and controlled within the current budget framework and in accordance with accepted accounting principles and standards
  • Responsible for Annual returns, reports, financial statements and for reporting requirements to the Department of Housing, Local Government and Heritage and other external stakeholders
  • Member of Management Committee which assesses financial projects up to €5 million, as submitted by Approved Housing Bodies (AHBs) in relation to housing needs.
  • Oversight of procurement and tendering
  • Experience of delivering successful IT projects or other systems implementation
  • Advising the Board on developments in relation to best practice and on the implementation of an effective system of corporate governance. Support the implementation of corporate strategy by ensuring that the Board decisions and instructions are properly communicated
  • Communicating with the Ministers of the Department of Housing, Local Government and Heritage, Public Expenditure & Reform, and Finance to ensure that due regard is paid to their interests
  • Attend and minute take at the Board and Board Committee meetings, (including the Credit Committee and the Organisational Performance and Development Committee), and the Audit and Risk Committee in relation to the annual audit and financial statements
  • Responsible for ensuring that the organisation complies with its Constitution, drafting and incorporating amendments in accordance with correct procedures
  • Providing legal and administrative support and guidance to the Board and the Chief Executive Officer
  • Companies Registration office notifications in relation to the appointment, removal and resignation of Directors and the Secretary
  • Corporate governance: Reviewing developments in corporate governance and advising and assisting the Board members with respect to their duties and responsibilities and compliance with their personal obligations under company law Acting as a channel of communication and information for Board members

Essential Criteria & Qualifications
Qualification/Training:
The ideal candidate will possess the following:

  • A degree level or higher in a relevant field such as finance, economics, or business
  • Be a qualified accountant
  • Have a minimum of 5 years managerial experience

Professional Experience:

  • Experience of working in a financial services environment
  • Involvement in strategy development and experience of successful implementation
  • Experience of working with senior management and all levels of a professional organisation

This is an ongoing specified purpose contract for a min of at least 6 months with the possibility of further extension.

Hybrid role. 3 days WFH and 2 days office based. 35 hour working week. Salary €95,301
